Romana II is a figure I have done before using a Marta Body and Clockwork man coat. But she works much better with the Tara Head from Buffy. The Timelord is a Heavenly Host boy and a Picard Head

Updated to include the 5th Doctor in Timelord Robes... Perhaps he did take the role of Lord President at the end of 5 Doctors
